Chief of Police

Chief Landon is a United States Navy veteran who received his honorable discharge as a Senior Non-Commissioned Officer in 1993.  He served more than eleven years onboard Trident and Fast-Attack Class nuclear powered submarines during Operation Desert Storm and the Cold War Period. He has called Washington, California, Hawaii and Connecticut home for brief periods of time.

After joining the Yuba City Police Department in 1994, Chief Landon promoted through the ranks of the Department.  He has held the positions of Patrol Officer, Detective, Sergeant, Lieutenant, Captain, Deputy Chief and on December 30th 2008, he became the Department's 14th Chief Officer. Additionally, he served as the Tactical Commander for the Department's Multi-jurisdictional SWAT Team, which has responsibility for critical incident resolution within the jurisdictions of Yuba City, Yuba County, Marysville and Beale A.F.B.  The Chief has completed Basic and Advanced SWAT curriculums through the Federal Bureau of Investigations and SWAT Team Leader and SWAT Commander courses through International Training Resources Inc. He is an active member of the National Tactical Officers Association and the California Association of Tactical Officers.  


Toni Darwazeh

Mrs. Darwazeh has come full cycle to her position as Administrative Assistant to the Office of the Chief of Police.  While in High School, she worked in the Records and Communication Sections of the Department, along with accomplishing assignments at City Hall. 

Mrs. Darwazeh continued her office experience in the private sector, working within the medical and public transit sectors.  She continued ties within law enforcement by accepting clerical and budgetary assignments with the California Department of Justice.

For the last twelve years, she has held ever growing positions of responsibility centering on bookkeeping and office management, with both CPA and agribusiness firms within our region.

Mrs. Darwazeh is very active in community volunteerism with various groups and organizations, inclusive of having been a literacy instructor for elementary school age children. Mrs. Darwazeh is also the recipient of the Police Unit Commendation Ribbon.

Mrs. Darwazeh, and her supportive husband Kevin, are the proud parents of Nowell, Kevin, Natalie and Brian.  They make their home in Marysville.

Jeremy Garcia

Commander Garcia began his law enforcement career in 1993 as a Police Officer for the Marysville Police Department.  He was promoted to the position of Police Sergeant in 1996 and served in this capacity until 2001.  As a Sergeant, he held ancillary duties as the Department’s Training Manager and Team Leader of the Special Weapons and Tactics Team.  During his time with the Marysville Police Department, he was recognized for his efforts in D.U.I. enforcement and named as the 1994 Officer of the Year.

In 2001, Commander Garcia began his employment with the Yuba City Police Department.  He has held the positions of Patrol Officer, Field Training Officer, Sergeant/ Field Supervisor, Police Lieutenant and currently, Police Commander. Commander Garcia currently serves as the Tactical Commander of the Yuba City S.W.A.T. Team and is a certified instructor in several tactical disciplines.


Shawna Pavey

Mrs. Pavey is the Operations Support Manager for the Department.  In such capacity, she has overall managerial responsibility for the Communications Center, Records, Budgetary Accounting and business operations of the Agency.  Additionally, she is the Media Relations Director for the Police Department, coordinating all press inquiries and information releases. The Operations Support Manager is a Division Level command appointment with a corresponding rank equivalency of a Police Lieutenant. Along with her day-to-day responsibilities and certifications, Ms. Pavey also meets current and proposed training requirements for Incident Command and General Staff positions under the National Incident Management and Incident Command System organizational structure. 

Mrs. Pavey joined the Department in 1999 as the Executive Assistant to the Office of the Chief of Police. In that capacity, she acted as the administrative liaison with members of the public as well as local, state and federal officials with business concerning the Agency. Her collateral responsibilities included being the protocol official for visits by dignitaries and producer of the Agency's weekly television show, Yuba City Police Beat.


Tom Tappe

Lieutenant Tom Tappe began his law enforcement career in 1990 when he was hired as police officer with the Yuba City Police Department.  His work performance, interpersonal skills and leadership potential were recognized early; whereupon, based on competitive examinations, he rose in rank to Police Sergeant, and then, to his current position of Police Lieutenant - District / Watch Commander. Lieutenant Tappe also hold the position of the Department's State & Federal Anti-Terrorism Liaison Coordinator.

Lieutenant Tappe was instrumental in the development of the Department's adult Volunteers in Policing Program and has held additional collateral duties as a Tactical Operator with our multi-agency Special Weapons and Tactics Team and coordinator of the overall Police Reserve Officer Program.

Lieutenant Tappe was chosen as the 1998 Peace Officer of the Year by his co-workers, the first time a manager was honored with this award. Lt. Tappe is also the recipient of the Police Unit Commendation with Oak Leaf Cluster and the Police Individual Achievement Ribbon.
