Assistant Chief Webster began his career as a Deputy Sheriff for the Yuba County Sheriff’s Department in 1984.  While with Yuba County he held assignments as Civil Deputy, Jailer, Patrol Deputy, SWAT Operator and Special Agent with the Bi-County Narcotic Enforcement Unit. 

In 1989 he joined the Yuba City Police Department as a patrolman.  He promoted through the ranks attaining positions of Field Training Officer, SWAT Operator, Corporal, Detective, Sergeant, Administrative Sergeant, Sergeant in charge of Investigations, Lieutenant, Tactical Commander of SWAT, Captain, Deputy Chief/Division Commander and currently, he is Department's first Assistant Chief of Police.  He holds the collateral assignment of Incident Commander for Special Weapons and Tactics Team and other major events of a critical nature.

Assistant Chief Webster is the recipient of the Department’s Distinguished Service Medal, 2008 Unit of the Year, Chief’s Outstanding Unit Award with Oak Leaf Cluster, Police Unit Commendation and Police Achievement Ribbon with oak leaf cluster. 

Assistant Chief Webster earned his undergraduate degree in the Administration of Justice along with a Bachelor of Science Degree in Criminology from California State University, Fresno. He is an Adjunct Professor of Investigation Skills and instructs for the local Police Academy.  In 1997, he was selected to attend the FBI National Academy, Class 190, in Quantico, Virginia.  Additionally, he holds Management Level Certification from the Peace Officers Standards and Training Commission (P.O.S.T.) and has completed the P.O.S.T Executive Course.

Assistant Chief Webster is active in the community and has volunteered in such organizations as Little League, the Friday Night Live program and spent five years as a Varsity Softball Coach for Sutter Union High School.  Additionally, he is active in the Yuba City Kiwanis Organization and spends time throughout the year volunteering at different events.

Assistant Chief Webster has been married for 26 years to the former Loretta Helzer of Sutter.  Assistant Chief and Mrs. Webster have two children, Sarah and Valerie.
