Commander Garcia began his law enforcement career in 1993 as a Police Officer for the Marysville Police Department.  He was promoted to the position of Police Sergeant in 1996 and served in this capacity until 2001.  As a Sergeant, he held ancillary duties as the Department’s Training Manager and Team Leader of the Special Weapons and Tactics Team.  During his time with the Marysville Police Department, he was recognized for his efforts in D.U.I. enforcement and named as the 1994 Officer of the Year.

In 2001, Commander Garcia began his employment with the Yuba City Police Department.  He has held the positions of Patrol Officer, Field Training Officer, Sergeant/ Field Supervisor, Police Lieutenant and currently, Police Commander. Commander Garcia currently serves as the Tactical Commander of the Yuba City S.W.A.T. Team and is a certified instructor in several tactical disciplines.

Commander Garcia possesses an Associate of Science degree in Administration of Justice from Yuba Community College and a Bachelor of Public Administration Degree (BPA) from the University of San Francisco.  He is a graduate of the POST Management Course as well as the Los Angeles Police Department West Point Leadership Program. He possesses Management Level Certification from California’s Commission on Police Officer Standards and Training. Additionally, he is the recipient of the Police Unit Commendation with "V" Device and Oak Leaf Cluster and the Chief's Outstanding Unit Award with Oak Leaf Cluster.

Commander Garcia is a lifelong resident of the Yuba-Sutter area, and a third generation law enforcement officer in Sutter County.  He is married to the former Donna Friant and they are the proud parents of two children, Matthew and Danielle.
