City of Yuba City  Emergency Operations Center

THE ROOM:

The layout of the room accommodates two functions - First, COMPSTAT, (computer comparison statistics), a bi-weekly meeting of all Police Department managers with the goal of conducting analysis of crime patterns and trends, then establishing focused approaches to effectively address these emerging events in our community.  All managers are held accountable for achieving measurable results to identified problem areas.  The effectiveness of their approach is analyzed in detail at the follow-up meeting, and adjustments made when necessary. These meetings can become intense, with accountability at the cornerstone of the process.  COMPSTAT was initiated in the New York City Police Department in 1994 under William Bratton (currently Chief of the Los Angeles Police Department).  COMPSTAT is fairly new to Californiaagencies.  Selected Yuba City Police senior staff officers received training and exposure to the process from commanders in New York City.

The second function is the City’s primary Emergency Operations Center.  As the EOC, it is the hub for a coordinated command and control approach to major events impacting our community.  The room has sophisticated computer and audio-visual capabilities, much the same as those available to U.S. Military installations, which allow key staff members the ability to gain real time information on any threat to our community/region and also coordinate our response.

Spinitar, Inc., Custom Display Solutions, SMC Consoles, 3M Window Security Protection, Dell Inc., Global Furniture Group, Mayline Group and Bioscrypt Biometric Scanners

TIMEFRAME FOR COMPLETION:

Design work, custom applications in the computer feeds, audio/visual components and security applications, were all accomplished in seven months.

COST:

$140,000 – all of which was paid for through State and Federal grant funding, along with a corporate sponsorship.
