as the Department's 13th Chief of Police.

from Sutter County Superior Court Judge Aronson,

In a ceremony which goes back to the 18th century,  the Command/Leadership Flag is passed from Chief Doscher to the Yuba City Manager, Steve Jepsen, then presented to Chief Landon.  The passing of the Department Flag is a symbol that Chief Landon is now in change of the Department and he becomes the 14th Chief of the Yuba City Police Department.
